Manager - Capital Assets

Our client, a growing utility company in North Phoenix is adding a Manager, Capital Governance and Reporting position to their staff.

This is an excellent position for a solid Senior Accountant to move into a management position.  This role has a base salary of $80,000 - $110,000 DOE,


 This individual will be responsible for the day-to-day performance of the capital governance and reporting functions at the Company.
The position includes the identification, development and implementation of capital governance processes, tools and templates, along with the accurate and timely reporting of capital results to Leadership.  The Manager is also responsible for leading the planning and consolidation of all capital inputs for the annual budgeting, forecasts, and long-term planning processes, facilitating periodic capital meetings (including CIMC and FRC), and leading other ad-hoc capital initiatives (as requested by Leadership). 
More generally, all members of the Capital Governance & Reporting function are responsible for supporting the successful delivery of capital projects across Company, in coordination with the Company’s Engineering and Operations areas. 
The Manager, Capital Governance & Reporting is accountable to the Senior Manager, Capital and operates within the context and prescribed limits established by the Senior Manager, Capital.
Responsibilities:
  • Develop, implement and review Capital Governance & Reporting processes to ensure compliance to policies, standards, regulatory requirements and ensure mitigation of risks.
  • Provide updated guidance and applicable training to Project Managers on a periodic basis.
  • Establish, monitor, measure, and report regularly on financial performance metrics specifically related to capital project delivery, governance and reporting.
  • Lead the annual Post Implementation Review process and submission for Company.
  • Plan and lead the consolidation of all capital inputs for the annual budgeting, forecasting and long term planning processes, along with the capital portions of the rate case applications and regulatory compliance filings e.g. Annual Reports. 
  • Enhance on-going effective positioning and appropriate relationships between the Capital Governance & Reporting function and other departments within Company, and in the rest of EUI.
  • In coordination with OPM initiatives, develops, enhances and maintains the processes and systems necessary to develop and maintain strong capital programs and appropriate reporting (SharePoint, Oracle Projects, Capex DB, etc.). 
Required Background:
  • Bachelor’s Degree in Accounting or Finance.
  • CPA, or CMA preferred.
  • Minimum of 5 years’ experience in highly reasonable accounting or analytical position, post bachelor's degree. 
  • Experience with difficult reconciliations; fulfilling audit requests; working independently and with others to identify issues and implement solutions.
  • Minimum of 2 years’ prior experience in the utility, shared service, or multi-company corporation industry desired. 
  • Knowledge of water and / or wastewater utility industry a big plus.
  • Able to apply a broad knowledge of accounting principles and practices; understands complex accounting (deferred tax, impairment, etc.).
  • Knowledge of regulatory information requirements and some appreciation of customer rate setting environment.
  • Knowledge sufficient to interpret and apply to the work performed at a professional level: US GAAP, IFRS, regulatory accounting and practices, and Company policy.
  • Requires advanced knowledge and is able to perform activities related to SOX, Regulatory and/or Capital Compliance.  Able to develop financial analysis.
  • Knowledge of Microsoft Office products and productivity tools (word processing, spreadsheet, presentation and database).
  • Knowledge of Oracle General Ledger, Oracle Fixed Assets, Oracle Project Management or other fixed asset management software would be an advantage.
  • Able to develop, implement and manage accounting governance policies and procedures.
  • Able to develop and train staff to adhere to governance policies and procedures.
  • Able to prepare, analyze, and accurately present financial capital asset data and depreciation for a complex entity or multiple entities, working with a fixed asset sub-ledger and general ledger.
  • Able to present capital asset data to multiple stakeholders (Corporate, Operations, Audit and Regulatory).
  • Proven Microsoft Excel and Word skills.
  • Excellent communication skills, both written and oral. Ability to translate financial issues.
  • Excellent quantitative, analytical, systemic and problem solving skills.  Ability to learn very quickly, with little direction.
  • Strong interpersonal skills with an emphasis on initiative, knowledge sharing, team building, and decision making.
  • Strong leadership skills, including ability to work effectively with all levels throughout the organization and across functional lines. 
  • Strong management skills for planning, organizing and communication.
  • Ability to handle confidential or sensitive information according to Company policies.
